That is unusual all right. I have never seen one like it. There were grille guards and bumper overriders sold as accessories by Buick dealers and auto parts stores. Maybe that is one of them. This site might be a better place to ask about original accessories. http://forums.aaca.org/f115/

I think I saw some kind of daytime running light/safety light thing on eBay the other day...I'll see if I can find the post again and will add link...Give me a few.
Can't find it...I can't even remember what the hell I was looking for, but DO remember seeing something very much like that pic. I'll keep looking.

Notice the car also has a side mount light of some sort. Turnsignal? Is this an original export car, maybe some add-ons to meet foreign laws. Or maybe just a piece of J.C. Whitney add-on trash!
Crazy, never saw that before. The oddest part is it looks like it was designed for the 1950 Buick only, which is rare since a lot of those aftermarket accessory do-dads were made to be much more universal.
In Denmark where the Buick is the law says all cars got to have turn signals on the sides, they drill and bolt like crazy over there! Im really glad we don't need it here in Sweden! Posted using the Full Custom H.A.M.B. App!
