Projects 56 buick wagon front end question

I am wondering if thei big bolt and washer going to the front end is factory or did some one jury rig something here any ideas? Thanks in advance.Bruce.

 

Looks like a transplant happened ... torch damage on front hole ?

I looked again and i think it is o.k. Looks like 3 bolts go through the frame and are for the pitman arm .Looks like some one just put a big washer behind the 1 bolt.Thanks Bruce.

 

Looks like they might have added it to hold the inner fender to the frame. I checked mine and it's w/o that washer. It appears from the pics that the inner fender bolts in that area have been missing for a little while due to the buildup.
