Need help to identify this hood ornament

I've always wondered what it's from. It's very small and seems old.

Looks like an aftermarket piece from the 1920s to me.

 

Would have looked nice on my Saxon since it had almost the exact same figurehead in the radiator logo.

 

Found one online, and the guy says it is a Hood Ornament from an American National-Gendron Pedal Car.
