California Year of Manufacture Question

Having had four pickups and not wanting to have any of them on a commercial registration and being willing to argue with anyone at DMV got me nothing but aggravation. I argued at four different DMV offices and was told if it's a pickup, you have to get a weight certificate and a commercial registration.

 

I fought once early on (1991) and didn't win after 3 DMV offices. Now my Elco and 2 panel trucks wear commercial plates.
