What the hell is this HAMBers?

A friend of mine brought this over and I have no clue what it is. Looks like it mounts to a steering column. Says Warner.Maybe a piece to a horn? Can't seem to find anything online.

 

Looks like a old electric trailer brake lever. I never have seen one like it though. Drew

That's what it is, an old electric brake controller. It mounts on the steering column and is operated by the attached lever. The farther the lever is pulled down the more brakes the trailer got.
