Wartime too judging by the blackout covers on the lights. Early war I'd say judging by the clothes... and the fact they're using a car and presumably have access to petrol...unless theyre playing "last on in has to push"

 

Here's some from the City of Burnaby, BC. Canada, just east of Vancouver. Boy, imagine, imprisonment for spitting! Those trucks are loaded with hides, for making leather boots.
