28 Dodge Sedan Cowl vent hinge

Does anyone out there have any details regarding the center cowl vent on a 28 Dodge Sedan? I found the springs at Meyers dodge but I'm missing the hinge or what ever they used to attach it to the car. One person told me the springs are all you need but that is definately not the case from what I can tell.

 

I will try to post a picture of one after the holidays, my friend is restoring a 29.
