I know Egge has them for Cadillac engines. Maybe they make them for Buicks too? Most of the time it makes more sense to buy something rather than making it yourself. But........ if you can't find one that part it could be whittled with some tools, a Bridgeport, and some quality time in the shop.
I won't swear to it but I thought I read that you have to remove a head to put a finned valley pan on. My stock one came off and back on without it. Not sure why a finned one would be different? But I'm not 100% on that.
