Mystery Windshield Frame ?

Does anyone know what this is ? It has lights on it. Any help would be great.

 

not a very good pic, but my guess is 23-25 T?

Better pics would help- especially of the cowl lights/detail areas.

I don't think so ... in '25 & '26, the lights were mounted on the cowl:

... looks more like the windshield frames on a '22, '23, or '24 Studebaker:

... but without a better photo of the "mystery" frame, I'm not sure it's even from a Studebaker.
