Welcome from Fort Erie! I was in Hamburg a few years ago and I was surprised to see all the "old timers" on display at (beside?) the Mercedes dealer. It looked like modifying cars was much more of challenge in Germany that in the USA.
Some of the "premier class" - segment dealers have a small stock of oldtimers, mostly of their "own" brand, its more common to buy/sell at a specialised oldtimer-dealer (or private ). Modifying as such isnt difficult as long as you can do the work and have a place to do so. Over here, the difficulty is to pass the technical examination. Else, you are not permitted to drive out on the streets. If you do and the police picks on you, they'll fine you and/or keep your car... keep on rollin
