    It's an aftermarket bumper guard, a universal fit dress up item.

    They look cool on decked-out lowrider bomb style cars and trucks. You can always tell the aftermarket ones by the exposed bolt heads that don't go through the bumper, but around it instead (for a no drilling required installation)

    I've got an NOS one in the box, looks virtually identical, mine was made by Mervin. Value? Not sure. Might be worth $100 if you really want one, hard to say since there aren't many to compare it to.
