I think that's an aftermarket item. I have a pair of them very similar and that's what I've been told.

As mentioned, it's a Hollywood Flipper. You can tell the original ones as they are much heavier than the later reproductions. I picked up an original one once at a thrift store and was amazed at how heavy it actually was.
National hubcaps the brand. Hollywood Accessories and Western Auto sold them. Some how now very valuable. Mostly correct for pre 50's early style customs. Also you should be running fat ribbed trim rings. The modern ones are much more flat like repop fiesta caps. I have heard of someone repoping domed flippers but have never really seen them in person. Other domed ribbed center caps flippers that are not National brand. Might just be cheaper knockoffs from the same era. Like JC Whitney brand. There are different variations in the ribbed section.
