Old club plaque.

Hi, maybe one of you great guys know something about this old club plaque i found?
Where it came from, big or small club.. etc..
It says "Half-throttles" With "The Dalles" below and "M.C.T.A." above..
I think maybe the last T.A. in "M.C.T.A." stands for timing association..
Any ideas anyone..?
