I don't know if these are really so much to retain the wheel covers as they are to make them somewhat theft-proof. They used a center bolt with a security pattern and a matching key/wrench for removal, but I'm sure you could use a standard bolt instead. Do your wire covers not have any other retainers to hold them snugly on the rim? If you don't need them to be "chrome-goodie-go-fasters" these night be an alternative. I've always referred to them as "towers", I see the ad that SuperDangerDave posted also calls them towers. Chrome wheel towers, spinner towers, center cap towers, all might be keywords to search for on the internet, but I feel like everyone calls them towers.
Push through towers, Ive used them to mount "spinners" on Astro Supremes instead of the stock center cap.
