My best bet would be moisture or other contaminant under the paint. Surface prep and cleanliness is the key to a good result. 90% prep / 10% paint technique. Paint also looks way too thick. Build up with thin coats rather than trying to do it in one go. @Lloyd's paint & glass , help a guy out here. This shit is your bag.
Bright silver spray paint does crazy stuff, my guess is it was applied too heavy and without adequate time between coats.

How many coats and how long between each coat? Looks very heavy to me or not enough time between coats
One thing you have going for you is that it cant get much worse that that. Thin coats on a properly prepped surface will get you going.
Take a couple deep breaths, sand all that off. While doing so you can think about all the above comments ^^^^. Seriously though, many light coats with the spray can. Let each coat sit until it is almost dry then hit it lightly again. Yes, it sucks waiting but the results will be worth it. Good luck bro.
Ahhh, that's why you get paid the big bucks Jim. It's a bumper. It does indeed look like silver paint over chrome. Not going to happen without surface prep..........
I'm guessing heavy primer to fill in rust pits, and it wasn't dry. So i second your statement. Lacquer over enamel will pull it off like paint stripper.
