Help to identify fender mount spare covers

I bought these two spare covers for possible cut up for fenders, They are real nice and if they are better to re sell rather then chop them up. There is a C on each one, and in light colored pencil is what looks like 700/16 SY hard to read but it's on both. Trim is pretty decent, no rot, very little surface rust I'd really like to know if anyone knows if they are accessory or factory brand no hooks or latches on them , Thanks ,

 

those are pretty nice. 700x16 would have been a big car in the 34 and up era is my guess. packard or something else expensive. maybe try at the AACA forum
