I have dual 94s on my flathead. When I hit the brakes and stop the engine wants to stall and then it speeds up. If I set the idle high enough so that it don't stall when stopping then the normal idle is way too high. I tried raising the float level thinking that fuel is sloshing away the jets but that didn't help. Any ideas?
Check the float levels. Running fuel level should be 11/16" below the gasket surface on the top of the bowl. Requires a "standpipe" tool that can't be bought any more. I described how I made mine in another thread. I hope it's not confusing. Oldness does that to a fella.

If you have power brake booster, disconnect it's vacuum line then test. I had the same problem, searched everything, then tested the booster. Found it had a leak. Might help.
Could this be an issue of having a Load-a-matic distributor but non-Load-a-matic carbs, or vice versa? http://m571.com/yblock/loadomatic.htm
