Does that unlock the hub, and allow the wheel to spin?

  3. It appears to have Safety written on the horn button area, Not having any idea of what the wheel was originally attached to I wonder it the key slot are was where some sort of signals or lights could have been mounted.

Possibly the wheel was in a big delivery truck or cab over, hopefully a larger image will help someone identify the image. HRP

  4. I noticed you left your profile blank but you mentioned the early Ford club in Sweden, the wheel could have been on a car or truck built in your country? HRP

The American term for it is Steering Wheel. It is not called a Driving Wheel. this might help your search

  10. Car dealers often sold accessories and upgrades that didn't come from the vehicle manufacturer or factory. This wheel is possibly what is called an"aftermarket" add-on. Dealers did this to make a little more profit on the sale of a vehicle. Inventors of items like this hired salesmen to travel around the country to sell to the dealers so they would sell to the car buyers. It is an interesting piece of history. If you have the key and it all works, along with the old photos and original owner's story...... that's a big win! :p
Searching for "Safety Steering Wheel" and any other markings might turn up more information.

I was wondering about a boat too, but do boat wheels have horn rings? Could be.
