Not what I know but info I found. Based on the number 12, this is most likely Otto Merz at the wheel, at the 1931 GP of Germany. He placed fifth, with the winner being the famous Rudolf Caracciola, also in an SSKL. Merz died in 1933 in an SSKL with an aerodynamic body.
When I saw this picture of this guy balancing that gas globe I couldn't help thinking don't drop it. Nowadays that globe is probably worth twice as much as that guy made in a year.
