    The lower one looks as if it came off of a boat as there is no horn ring and it appears pretty small.

    I thought was a possibility, although some of the wheels that seen had a small horn button in the center.

    Pretty sure the horn ring one is late 48-early 49 Kaiser. I saw this posted elsewhere and answered the same.
