Technical Rocky Hinge 32 Ford Outside Door Handle Mounting Kit

Does anyone have any info on these things? I have an issue with the Passenger Outside Door Handle that won't stay "level" it droops down and has NO resistance to turning and will release the "bear claw" latch with the slightest of downward pressure. It looks like this part from Rocky Hinge slides over the square stock that comes out of the factory handle and puts spring tension on the shaft when mounted. Is this correct?

 

I twisted my shaft enough to make the handle level.
