I believe the wheel is a 1936 Chevrolet artillery wheel, is it a 17" HRP

Looks to be a 1929 Model A steering wheel. No Dodge stuff there that I can see.

Wheel is '35 - '36 Pontiac …. some pictures of Mullins trailers look like they used a similar K-H 16''.
There is no such thing as a 16'' Chev artillery wheel ...

The OP didn't say the size until I ask were they 17 inch artillery wheels. HRP
