Technical Cool old jack, any ideas on the era or vehicle?

Got this in a lot of parts, but couldn't find anything like it online, any ideas, thanks.

 

That almost looks like a tool of some sort, maybe not a jack?

 

It is not a Jack it is a rim spreader for old car that have removable rims from wood spoke wheels...You need this to change tires...

 

That makes more sense on how it functions, thanks, just added to its coolness factor.
