The card company is the bad guy here. Once the buyer contacts the card company Paypal becomes a passive player. The company decides in the the buyers favor, pulls the money back from paypal who then debits the seller's account. Weird process, but again, it was not Paypal who made the decision, it was made for them by the card company. In a normal merchant/customer transaction the merchant gets to respond to the card company during chargeback investigation. I don't think that happens when Paypal effectively becomes the merchant in this scenario.
If some snake in the grass screwed me like that and I had his address I would show up and kick his door in.......
It seems like my brother was scammed on the buyer end over Chevy Big Block parts by a guy with camaro in his email. All over email....the Wal-Mart M/O grift. California? Could be the same guy.
I have been threw this a few times , as a Buyer & Seller , after PayPal ruled against me since separation From Ebay , Contact your bank the Fraud department, ""IF PayPal hast took the $ from your Account "" & you have not received Your Hood "" Explain to Your Bank .( usually a 30 minute phone call). I have always Been Reimbursed by my Bank. A few years ago, A HAMBer tried to Burn Me , Bank Took care of it , I have not seen His user name pop up since, Maybe New user name .
I agree. ^^^^^^ I have heard too many horror stories with paypal to easy to loose your cash. I do postal money order (unless I know ya). If you are worried about me scamming you out of the parts then you got mail fraud on your side and I don't have to worry about you taking the payment back Everyone is covered.
I guess I'm just a country boy. Don't understand how they can debit your account without the return of your property. I hope there is recourse for the OP. Not sure if insurance would have helped if item was delivered and revived by purchaser.
I always hear the mail fraud saftey factor but I find it very hard to believe that anyone is wasting their time going after someone for mail fraud unless it is a huge amount or part of another criminal investigation. They certainly aren't wasting their time over $500.
Thanks for posting, one more reason not to accept PayPal. I will accept USPS money orders or cash, because I do not know if the purchaser is a crook, but I do know that I am not. I guess I think of it as "Seller Protection".
^This! I'm retired and have all the time in the world. Unless the buyer is overseas, I'm going to jump in my truck and take a road trip. I may not get my money back or the hood but I'll sure as hell make it cost the guy a lot more than the 500 bucks!
USPS ha !!!! Hard to file a claim with / against. According to them , "" USPS Never in the Wrong !!" When a Package is Delivered Their is Package Damage , they are Supposed to put a sticker on it & Leave a Damage forum , I live on a road 1 mile long close to 40 plus years with 28 houses , that did ends . Constantly Get wrong mail , Lost mail , My Mail box is the biggest on my road & the Next closes mailbox or drive is 100 yards each way ,
Sorry to learn that you got scammed. Before the existence of ebay or paypal, I got scammed on one deal as a buyer, and thought I had taken every precaution. I responded to an add in a newspaper, selling a Cameo tailgate. Who in the hell would know a Cameo tailgate was different or special and advertise one for the purpose of a scam? I negotiated the purchase price, and thought I had done enough research to verify the seller was for real. I sent a money order, which was promptly cashed, but no tailgate arrived at my door. After several unsuccessful phone calls, where the buttface got his girlfriend to take the heat, I decided to pay him a visit. When I arrived, the girlfriend met me, and told me that, because of this incident, she found out what kind of a scumbag he was, and booted him out. She even gave me his new location. I lost the money on the bad deal, but at least had the satisfaction of knowing that I inadvertently saved his former girlfriend from what was probably his pattern of petty two bit scamming. I have made a lot of purchases on ebay using paypal, and have had excellent results. I had one expensive purchase, that was damaged in shipping, and ebay negotiated a satisfactory solution, without my having to waste my time packaging and sending the large item back. On another occasion, I did not receive the article I purchased. It was only a $50.00 item, but I got my refund and the seller had their account shut down. I am guessing that I wasn't the only person scammed. Like everything else, there is bad and good. I have some pricey, non automotive stuff I need to sell, and I need the larger market that ebay provides to get the correct price for the articles. Learning of these scams does not make me feel comfortable about the risks. Bob
You have his address, correct? Look up every address around him in his neighborhood. Then, write an honest letter (nothing defamatory) to them all. Hand written letters will get opened. Tell him you're doing this and give him a by when yo return the hood or money. If no-show send the letters.
I have posted this before and I will one more time. I know a girl who works for PayPal and is a Problem Resolution Specialist. She told me years ago if anyone actually read the agreement before you clicked YES you would never sign up . They have their stuff covered.
This is why I don't do PayPal, never have and never will. I deal in cash, face to face. If it has to be shipped I only do US Postal Money Orders. My mother in law and my step father were both Postmasters. They have seen Postal Inspectors open a case over $25 and fight the battle. Those dudes take their job serious. Cash is king. I like to touch before I buy and will take the time to drive. Yes, I've driven half way across the country more than once,, not always with good results. At least I knew what was right/wrong with the stuff before I decided to buy it or not. If it's not what you want, consider it a mini vacation. SPark
If you are going to sell on eBay, you take the risk (I sell there 20 yrs ) they are always on the buyers side and quick to refund. I'm working on one now where the item was double packed and the box (pics) show no damage but 16 days after it arrived the buyer is now claiming a part of it was broken. I asked him why he didn't make that claim 16 days ago so I could try to file a claim with fed ex. He has not replied. I am hoping eBay will see what is really goign on. I feel he broke it later. read the eBay community, full of horror stories of high-end items being shipped, buyer claims damaged or fake item and they keep the item and get full refund.
A woman going through a divorce sent letters to all the neighbors, explaining in detail what a piece of crap her soon to be ex is. She might of been right but all I got out of it is that she was a psycho. Stuff like that rarely works, IMHO.
It worked for me when a guy scammed me on a transmission. I didn't come from an emotional place, I wrote 100% what is so. I gave the guy a date and time they'd be sent. I worked on every letter and let him know right before they were sent. He sent me the $ by PayPal right before a couple dozen letters went out to every business in his building. I won't lie, I was conflicted when I tossed out the letters rather than send them... but the goal was get the money or out the thief playing businessman. I get your feelings about the ex-wife story- but you read that letter, didn't you? I feel for people suffering to the point where they do that... but a thief, I have no sympathy for.

His credit card company told him keep the money, did not tell him to return hood, he told me to fuck off!
You know you are preaching to the choir here, we all understand how this is or seems to be going. If you are so pissed about this instead of pissing and moaning to us why don't you do something about it? The credit card company nor Pay-Pal are the "law" they can't decide that he gets your stuff and your money. It is not up to them, now you may have to get off of your key board and do something but there are things you can do. Why not do a little research and find out what the "LAW" says about this.
I think Hombre got it right. Technically its your hood and no one has the right to give it to him but you. What they are actually telling you is they have refunded his money and they will not provide you with any assistance in recovering your property........so by default it becomes his if you do not take independent action thru some other means to recover your property. I would send him a certifed letter or some email that describes the fact that you wish to have your item returned and that you are willing to pay for its return. That gives you dated documentation that you did not abandon your parts. Then state at the bottom of the letter that if he does not take action to work with you on the recovery of your property that you will contact legal authorities that he is in possession of your property and refuses to return it. You need dated documentation to proceed and that documentation needs to be written in an objective tone rather than an abusive tone.
Keep xeroxes of the letter and the envelope they are sent in, as well as the certified receipt. Can (should) send the letter with a return receipt as that will show it was signed for by someone at that address.
@chucks32 Did you call the police in his jurisdiction ? 1) to report theft of property 2) to provide his information .. in the event of previous case or cases Guy may have a warrant or previous history. Local police departments are aware of theft by mail regardless of you are not one of their immediate taxpayers. Call, & ask to speak to someone specifically in regards to theft of property. Provide ALL of your supporting documentation & communications. If it's a slam dunk, & they don't have to do the major lifting .. you'll get your hood back.
I've been burned a couple times on ebaY but all in all a good service to cash in on otherwise junk. Worst one was I sold a pretty good set of 1959 Chevy deluxe dash trim. Guy was in a real rush so in good faith I sent the parts before he paid. He then complained that I sent it in two packages (one tube with the long trim pieces, one squatty box with the trim panels, glove box cover) instead of one so he refused to pay.
