Hard to tell in the picture, but it looks like Mopar

Hey steering wheel, let me see some I.D, !!!!!

 

I think it fits on a polar bear in a snowstormobile....

 

I think they used the red X wheel on speed boats.

 

I agree with a being a Dodge. Not quite the same but this is from a 1960. Note the similarity to the X in the center

My guess is a car from the 40's. That's as far as I got unfortunately.

Depending on the part number 1939 Plymouth or Dodge....here is the Plymouth....

 

and the Dodge for 1939....
