Technical What is this fender?

My buddy has had this fender in his garage forever. He was gonna throw it away so I told him I would sell it for him. I want to know exactly what it is before I list it so I am asking the experts. It says 40 series chevy on it so is it a 40 chevy car fender? He also said it is nos. Also what is it worth? Thanks.
