Could be a hub wrench for something out of the teens or twenties. A lot of cars had threaded-on hubcaps in those days too, could be for that.
Very common tool in a car tool kit from 1920s. The big end fits the screw-on hub caps. Smaller hex for oil drain plug. I think these came in tool kits in some new cars back then. I've found these in several 20s cars I once had.

It’s a hub cap wrench, if you look real close on the flat spots between the hex holes, you may find the name of the car/ wagon it fits. Bones
