Looks like he's holding a rubber hose with his neck that has a spark plug in it and is gapping the plug.

A caption that was on this 1934 photo was, "What's wrong with this station?"

Here is the Tommy Lee Speedster at a dry lake event sans fenders, and as restored. I think I read somewhere that it didn’t perform as expected.
Sadly Tommy jumped off a twelve story building in 1950.
