So if there is a Freeway photo or Race track photo and somebody spots a non American car in the background and queries it [which would be normal for Americans to ask] this is breaching the rules.

The attention is usually bought on by the enquiry , not the original posting. The idea here is to provoke thought, memories and conversation between members not remove them.
And answering these queries is good manners, and also keeps the forum alive.[Then we move on]

Taken in 1945 in Huntly NZ , Ron Roycroft [famous NZ racer] in his NZ built "Bugley" special.
The car was a "special" just like all speedway cars were called back then.
Bugley was a "Bugatti and Riley" Engine/Chassis [nothing American about the driver or car]

The only thing American about this photo,is speedway was an American form of racing that reached our shores.

 

So does a shot of a Mercedes-Benz 300SL with Sophia Loren count as an American car?
