Not sure I'm seeing it clearly but it looks like it also has a heal rest for the foot feed.

Tanker gas station 1930. They had a rail siding with a tank car full of gasoline. they pumped your gas right out of the tank car. I expect the city thought it was too much of a fire hazard and began requiring them to have underground tanks .

 

wow...my old sheriff generated a ton of inquiry....here's the caption that was with the pic:
"My great Uncle Sherriff Simon Armstrong of Story County Iowa. His "Stick" was his weapon. Early 1900's by the cars seen."
