Customs 1940 Ford Wheel/Tire combination

Found a picture in the Hamb of a 1940 Ford. Does anybody know the owner so I can ask some questions about the wheel tire combination and stance.

Can't help with the owner, but at least I'll give you a bump back up. Great looking '40! Is that a '59 Ranchero push truck in the garage?

 

Looks like 600-16 tires all the way around
