What is the best way to remove old stripping without effecting the existing paint?

Find a wood paint paddle that is really flat, and wrap one layer of 600 to 1000 grit wet or dry sand paper around it. You may have to try different grits due to the thickness/hardness of the stripe. I'd start with 1000 grit and see how it does. Take your time, and concentrate the sanding on the stripe, and not the surrounding area

Is it base coat clear or a single stage paint? EZ off oven cleaner will work in small dosage and wiping frequently if it's a clear coat finish will still need some buffing to get it all out

easy off oven cleaner. the original formula in the yellow can only. This will only work on striping enamel (like one shot). It will not work on urethane striping paint. Try it on an inconspicuous area first. but It hasn't hurt the paint every time I have used it and I spray it right on and leave it sit for five minutes... I can't guarantee your results...
