Technical Steering wheel ID.

Hey there.
I was given this old wheel, but have no idea what it is.
The center is the part I need identified, as the wheel is an after thought.
It could be Engjlish.

I am guessing looking at it with it being bolted to the rim that it is a home made unit.

 

I don't think homemade. someone took out the rivets.

Looks Industrial or Marine to me.
