Maybe they were working on the foundation of the Phoenix, looks like construction barriers set up there, and dirt tracks from trucks.
Yeah, it has been better than 30 years since I lived in the West End, lots have changed I'm sure. I have been back to visit a couple of times as I still have family in the area.

And that is likely Bill's little wagon on the R. He was the only one of them who had a car.

Tri-Citians were welcomed to inspect new facilities for the Washington State Patrol in this photo dated April 7, 1961. The building was located on Kennewick Avenue one block south of Highway 8. Chief greeter was Sgt. R.G. Liner, who commanded the 15-man detachment.

Ninety-mile-an-hour winds wreaked havoc with this house on Badger Road in the Horse Heaven Hills, tearing off the entire upper floor. Mr. and Mrs. Dwight M. Talcott and their two children were asleep in the home when the gust struck on Jan. 19, 1961.

Edward Lang of Kennewick claimed the cutter and binder shown above had the first power take-off used. He said the machine inspired the invention of combines. This picture was taken in 1914 on Lang's farm. Lang (left) and his partner John Dahlquist (right) built the machine applied for a patent but the inventors never received a cent for the outfit.
