I have done a search for this but didn't really find anything I was looking for. I have a 27 T Coupe and it has had red oxide primer applied to it sometime in the last 90 years! Can I prime over it with epoxy after roughing it up or do I need to take it to bare metal then start over? The final color will be flat black.
with the rust showing through the primer, yeah, you want to strip it to bare metal. Won't take much, is my guess.
Take Jim's advice,red oxide primer is just that a primer,it doesn't seal so the metal under the primer is rusty. I would suggest sand blasting. HRP
Buff it and see what happens, might be cool looking.... or just shiny pink. Strip it down and start over, it hasn't kept the metal from rusting.
Get rid of it,, as others said, primer is porous and could have rust underneath. It could have also absorbed many contaminants, and oils over the year, and cause paint adhesion problems. Sanding will not remove them.

I absolutely love the "TALL" T's. Seems like with all the chopping, the term "TALL" is soon going to be a thing of the past.
Locate a "Dustless Blaster" they use a combination of grit and water with anti rust properties that keeps the warping to a minimum or not at all, the water cools the metal and with the correct pressure & angle of the nozzel you will have clean sheet metal that is not warped or "work hardened" I have had good results on my '40
