Technical Winfield Model M 201-C

I'm trying to fire up a car and need needle settings for Winfield Model M 201-C. Does anyone know the settings or have one they wouldn't mind checking? All I have is a hand written note that says 19 clicks on high, 2 clicks on low, and 12 clicks on the intermediate needle. I have spark but no bang. Slight smell of fresh gas in the end of the exhaust pipes and a few drops of gas drip out of the carb when I quit cranking.

 

What car is this for? this is original 1929 intructions for Model A Ford.
