They are wire wheels (sorry, I couldn't resist). Do you have any more information such as bolt pattern or tire size? If you have a higher resolution picture email me and I will see if I can enlarge just the wheel and repost. Cadillac wire wheels from the fifties come to mind. The hubcap looks like the size of '32-'35 ford caps. Maybe early Ford wheels widened? What are you trying to do?

They look like Kelsey Hayes bent spokes to me but the pic is pretty small.

 

Here is a picture of the bent spoke Kelsey and the Cadillac wire wheel.

 

I think they were custom made with a Ford or Chrysler centre and a modern safety rim. I don't remember if they are 15 or 16 inch. Why not message the owner?
