Hot Rods does anyone know what these are? fenders?

Found these out back on some new property I just got, thought they looked like fenders, and this seemed like a good starting point to ask some of you guys!

Any ideas?

 

Spare tire covers?

 

Covers for sidemount spares.

 

Interesting......They look similar to a '35 Ford spare tire ring, but aren't quite long enough to be that. Also a bit too long to be fenders.
Hmmmm. You suppose they're spare tire covers for side-mounted spares?

They'd make for great cycle style front fenders.
