Hot Rods Need help, who built this truck?

Posting for a friend. Just bought at Mecham. Pin striped in Colorado in 97 by Mike Schartel. He doesn't remember the truck. Thanks for the help we figure if you can't trace it here it can't be done.

 

Nice looking truck,some big headlights would look great on it. HRP

Who ever built it did a really good job. It's steel and we think it was built in Colorado. Kuddos to the builder.
