Do you have power on the low setting? Take the contact tip off and see if you can strike an arc. Could be your rotary switch is burned out on the lower settings. Where are you located at? I use a good welder repair shop in my area when my welders go on the frits and I can't figure out what is worng.
I'll check for arc with the tip off On low setting (not rotary one high /low and one 1/2 switches...) Is there a drive wheel adjustment for the wire on your machine? On my Lincoln I was having the same sort of issue and it was just a small adjustment to the tensioner and all was well again.
If you have the tip off it should arc not just click. If you can get to the back of the rotary switch take a look at it because it could show signs of being burnt if the switch is bad on the low side. Sorry I'm not familiar with Lincoln Welders and I can't offer any advise on how to take it apart. I have a Miller 252 and a Hobart Handler 140
Could be that the potentiometer that you use to adjust wire feed with needs either cleaning or replacing. Use an ohmmeter and check it out.
Maybe cycle the switch a few times back and forth, it might not be making good contact internally. My little Lincoln wont feed if the heat switch is slightly off the detent between ranges. Try holding the trigger and rock the heat switch around.

It appears you blew a smoke seal on the rotary switch. If you open the cover to see the back of the switch you'll see where the seal failed and where the switch is toasted. More then just a drive problem if you have no power at all on the lower settings. On my Hobart it is recommended not to turn the rotary switch power/heat setting while welding.

Whatever switch rocker or otherwise that controls low 1 or 2 is the switch you want to check. Like I said earlier I'm not familiar with Lincoln Welders.
Update got a new switch and only still works on high settings...I sold it to a buddy cheap got an Eastwood machine and shielding gas tank.... Sweetness..... Now I can weld a broken heart Posted using the Full Custom H.A.M.B. App!
