It is not earlier than June 1964 when the new black plates first came out.
Taken in Oamaru, New Zealand, not earlier than June of 1964, when that style of licence plate was issued.
The c 24 litre 1905 Darracq V8. Restored and running today. Look for it on you tube.

A Riley. Possibly a 1912 12/18 hp.
Looks more like a trailer hitch - so that it can be towed behind a car. There is a folded windshield there as well.
Off topic reply but the photo reminded me of something. In your steam loco photo, the train looks to be a heavily loaded freight so probably not...
