As always, it's down to how you want to price it and what your willing to take.
My 38 panel truck, i paid $750 for with title, but have seen them go for up to $10,000 in the same condition.
So it's all to do with who's selling and who's buying.

    But it's a rat...so anyone's guess.

That Chevy is not worth 10,000 around here. Looks like it'll need work, and a lot.

If its an offer you want and would consider then do some research, who's selling, who's buying and at what price.
It's not my thing so can't offer much advise, Rat may be in the name, but not in my nature.
So if your comfortable go see it, but in my eyes it's not worth 10k.

Better off to sell your truck and use the cash to find what you want, you'll be in a better bargaining position.

If you think you can work with what's there, to me it needs the chop fixed, suspension looks like it all needs to be redone. Looks like more work to undo than to start fresh with a body and a donor car, sorry the chop kills it for me.

I rarely say anything bad about anyone's car but other than the engine, that looks like a total piece of shit to me.
