First of all if you think the people in China are enjoying "freedom", you are dead wrong. They come up "missing" when they step on the wrong toes.
And, you don't have the "right" to think that your "important" call on your cellphone is more important than paying attention to your driving and killing my wife when you smash into her.

didnt bother read 7 plus pages but what about parking it on the lawn to wash it? or in you case the desert scape lawn? no run off that way.

 

I need to clarify a few things. I was NOT cited for using soap so the type of soap I used wasn't an issue, he didn't even ask about soap. What he said was I was putting dirty water into the storm drain that here goes straight to the river. I didn't matter that my water only ran 1/2 block and no where near a storm drain, he said when it rains it will take my dirt on down to the drain.
Moozoma, I'll check but I do think these people can make rules and enforce them without public approval, I know a fire dept inspector tell me he had the power to make up rules as he see's fit.

 

Actually The Boss says no politics period. We get away with a little bit some times but it is good advice to an FNG to avoid politics. Maybe you don't like the delivery but mazooma is dead on.

Just think, if you had an HOA, like I do, you would get to fuck with THEM, too! I love screwing with my HOA.

When my wife and I moved in, the wooden fence around the back yard was warped and falling apart. I asked the real estate agent that sold us the house whether or not we were part of the Great Oaks community, thus falling under their bylaws and rules, etc. She researched it and got back to me that we were not.

I had just set the last post for my new white vinyl fence (since I didn't want to deal with the maintenance of a wood fence) when my phone rang with news that we WERE governed by the HOA. It was the President of the HOA, who informed me that the only fencing allowed by the HOA was wood, and that I would have one year from that date to remove the fence or face fines. I told her that on that date, one year from then, she was invited to come out to my property and choose which fence post she would like to sit on and rotate, because they'll all still be there. Turns out, some neighbors saw my fence and liked it. They went to an HOA meeting and demanded that the bylaw be struck from the rules and regulations, because they all wanted to go vinyl too. That was five years ago. Fence is still standing, and more have popped up throughout the neighborhood.

My point? It was a ridiculous rule. If you can get enough people to see your point of view, there is strength in numbers. Change happens because we stand idly by and LET IT. If something is going on that bothers you, or that you feel is a ridiculous law, chances are you're not alone. Talk to others, get their input, then go en masse and try to make change. Power in numbers, people.

Furthermore, don't just go in demanding that something be changed. Get together and make up a list of acceptable compromises. Maybe propose a one-day-a-week "car wash day", or even every other week. That way, if they say no and the no washing of cars law sticks, THEY look like the unreasonable ones, not you. That in itself will draw attention to your cause.

wow, he thinks he can just make up rules? That's just nuts. I hope he's full of crap and that's not true, otherwise what a mess of things one guy could make.
Just another thing you ought to ask about.
Go down to where city hall is and take a list of questions.
Make sure you ask the city manager if this fire inspector can, in fact, make his own rules. I'd love to hear the answer to that.....

Anyways, also living here in New Mexico and working at a body shop that is constantly having new regulations thrown at us by the EPA it does get interesting trying to keep up.. We have a lot of so called legislators that like to bow down to the tree hugging left as far as policy on environmental practices.. They love to sneak all these little new policy's in on back door deals .. We just need to stay vigilant and not let the deals pass ..it is surprising how much the law differs between counties here in the state it is a lot tougher on y'all down in ABQ compared to us up here in State Capitol of Santa Fe.. y'all cant even wash your own car and we don't eve have to do smog tests...just my two cents i guess

Sometimes they will just tell you things because they know you won't check it out. Bureaucrats get to feeling real important sometimes. The only way to know is to look at the city charter and all of its amendments.

I had a public health official tell me once that I had to fill out a form asking me questions that were none of their business. I refused to fill it out. Over the phone one of them got real surly with me and told me it was the law and he had to get that information from me. I said name the statute so I could go look it up. Last I heard from them.

All laws and statutes must be written down somewhere and they are public domain. Never take someone's word especially when they are trying to control your life. Do your research and find out what is and what is not the truth.

I happened to be at the city comm. meeting on another issue when this same law was explained, debated, and voted in in my town.
Explanation of the need for the ordinance was given by the phd that heads up the public works dept. which has water & sewer among it's responsibilities. His explanation was that this was to comply with directive which had come down from the Fed. EPA thru the GA EPD and was in response to contamination of local streams, all of which go on downstram to become the water supply of our neighbors to the South. The sanitary sewer system was said to be adequate in cleaning up sewer waste, but that runoff was putting fecal coliform and other bad stuff into the storm sewer system and consequently into these streams.
All commercial construction now must have a settling basin designed to settle out and filter runoff from the parking lot(s). A residential user of outside water must confine his wastewater runoff to his, her property, either by a setlement pond or washing the car on the grass or otherwise keeping runoff on own property.
Next step has been to install "doggy doo" stations on the streets where lots of people walk their dogs. These have a dispenser (free) of plastic bags and a container to put the turd filled bag in after you clean up after your dog. If you lived on one of those streets I can guarantee you'd appreciate these bags!
All this may seem like BS and if carried to the extreme of a ticket on first encounter with the new law, as it was with the OP, it is BS.
But somehow we've got to consider our downstream neighbors and require those upstream of us to do the same.
None of this would have been necessary if those manure piles mentioned earlier and other gross violations of common decency hadn't been common practice all these years. Such disregard for human decency eventually brings the strict laws we are seeing now.

They wanted the same rule around here, which makes sense in a drought IMHO. But when called out for their stupidity, the local gov modified the rule, as what they wanted really do in the first place was stop the idiots who washed their cars for an hour or more with the water constantly running. That doesn't bother me at all. So... you can hand wash your own car(s) on your own property if you at least have the brains to use a nozzle that shuts off the water when you don't need it. We also have lawn watering restrictions / days and a lot of folks now wash their cars on their lawns so the run-off helps the grass and doesn't just run down to the sewer line. Gary

BTW to put the sheer lunacy of this kind of enforcement in context... Kirtland AFB, which is close to Metalman's shop, found out their jet fuel tanks leaked something around 24 MILLION gallons of fuel into the ground before the dumbshits figured out what was going on. It's costing hundreds of millions to fix that little f'up, as the fuel is draining straight down to the acquifer we all depend on.

 

Read the ordinance first and if it isn't specifically forbidden....WASH IT IN THE STREET.

 

I wash mine on the grass... Then the water says in the lawn...

 

What about building a short kiddie pool type "bathtub" that the car can drive onto and has a hose to direct the waste water to the lawn...no runoff into the sewer. Then you can support the ordinance, so you can market them and sell them to your neighbors to make gas money.

Everyone bashing the tree huggers needs to take a step back and realize that we(hot rodders) are the ultimate in green living.....

 

Get some micro fiber rags and a bucket of water, thats the only way I have washed both cars for years. When your through, take the bucket inside and dump it in the drain.

First I'd like to say that I totally agree with Metalman...It's a Damn shame when a person can't wash his car in his own driveway. But... I believe there should be regulations on how we dispose of "dirty" water. In my opinion instead of fining people who wash their cars...they should be going after those who dump raw sewage in our creeks and rivers.
Lets say you keep a 5 gallon bucket of water in your garage, and when you're finished working on your rod you wash your hands and rinse them off in the bucket...now after a while the water gets dirty and you throw it out and refill it with clean water.
The world is like a huge 5 gallon bucket. It's always had the same amount of water(never more-never less) it just gets recycled. So I understand the idea of trying to keep the water as clean as we possibly can. But what I can't understand is why do they let the people who are doing the most damage to "OUR" water pay them off so they can continue to pollute the water, and make up some bullshit law that won't let a common man wash his car in his own driveway.
