I am getting a 41 willys , its a glass car, and only comes with a bill of sale ,and not a certificate of origin. By ohio dmv regs, i need a cert .of orig. to get a kit car title. I have built my own chassis so i dont have any numbers. any help in this matter is appreciated. Thank you

Here we have a separate category that you can register a glass body car. You keep records on "main" components, engine/trans/frame/body, with source and price and numbers (if available), etc and they issue a VIN and title as specially constructed vehicle. They base value on your receipts. No CO needed, they use them for "kit" cars. Maybe Ohio has similar category?
PM Coupedup (Dave)hes local and just went through this last year. He has a glass bodied '32. I know he had to have receipts or a Bill-of-sale for everything to prove the it/parts are not stolen. Also had to take car to DMV and have State Highway Patrol inspect it. Basically all they did was look over the paperwork to make sure it was legit and then they gave him a Vin plate and number for a title. It'll be titled as a "2011 1941 Willys hand built vehicle", not a kit car. I believe the "kit car" laws are different all together. Basically theyre just looking for the money ! Like i said PM him, he can give you more details and the paperwork you need etc. Ii do know he had to make an appt a few months in advanced. Good luck P.S. Where abouts in Cleveland sare you from?
Ohio is a tough state to deal with when it comes to titles. If you have any friends that live in a no title state you could sell it to them and then buy it back.
Go through one of those crazy title companies like Broadway Title. Let them deal with it for you. Then it's their headache. Wish I had known this before I tried to take on the PA DMV alone!
Ohio is bad , stop at the title office and see where you start. I now it needs to be inspected. Good luck, Russ
Thanks Don, i new of broadway title and was considering them, i've also recieved a packet from a guy in N.Y. that i contacted about titling my 37 chevy. i just want it all legal like so it does'nt end up getting towed oneday for bad registration. the dmv builder title is the way to go i think. i also looked up ohio legislation at on hambers suggestion. it was very helpful, thanks to him also. it is ohio h.b.199, and looks like it will be good for our hobby if they get it passed. thanks again to all for your help. I have been through this process with a custom motorcycle. It's a "process"... Call the Columbus BMV. They will give you specific instructions to follow-follow them. The actual inspection at the highway patrol station is aggravating to say the least. Make sure everything is legal and well documented. They know they have you and aren't afraid to prove it... Just call up, they will walk you through it. I recommend the Bmv on Euclid in willoughby. Super helpful and no attitudes.
