I appreciate that you are going for a custom look and its pretty obvious already which way the votes are running and my vote is the same. Now I'd like to give you another line of thought because here is a '53 New Yorker in the exact same body style and color scheme that is a factory Mexican Road Racer and it has black walls and black wheels and great stance sitting a little low in the front because it has heavy duty factory springs from an Imperial limosine at all four corners. So, just for your consideration, take a look at this NYer Pan Am.....
Ok so here's a quicky photoshop. My eye wants to make the bottom line of the skirt horizontal with the bottom of the car, but the fender angles up, making it difficult. I like the New Yorker, but this car is no thoroughbred, good cruiser tho, so I want to just make a real mild custom.

Holy! That looks like one of those 3M stickies pasted on an otherwise beautiful car. Did the seller CLAIM they'd fit yours? If so, go to his house (late night) and poison his dog. That'll show him. (Joking, of course. The DOG didn't misrepresent these skirts, but SOMEbody apparently did!)
I think another option is to take them to a swap meet and trade them for something usefull, cause these skirts look something Like the south end of a north bound horse that has no tail! In other words Butt ewwgly. This car of yours is waaaaay to cool for something this shoddy!!! Carrie
In the second picture it looks as though the skirt would fit much better if it were pushed in more at the bottom, but I'm guessing it is pressed up against the tire. Can you jack it up, remove the wheel and tire and try again to fit it? I'm thinking you have a set of reversed wheels that wont let the skirt fall into place. I could also be full of shit, but that's how it looks to me in the picture. That car would look great with a nice fitting set of skirts.

I laughed a little because Big Jim's is/was in Whitney, Tx. Just CALL the guy. Even if it was two years ago, you never know where you might get if you talk to him. No reason for people to jump on the seller without talking to them first. Maybe they were a miss-ship or something else.
