I'd agree with the '63 date, could possibly be late summer '62.

The most distinctive car is at 0:41 and sort of looks like the Hustler 1, but I don't believe is.

To me the name Albertson says this could be in eastern Oregon, eastern Washington, Idaho, Utah.

 

There is a black '64 Galaxy making a pass early in the tape right after a '63 Impala. You have to remember the new models were out in late September back then so it could be late '63.

 

I think its a '63 Starliner, not '64.

It's not the Oklahoma City fairgrounds; there's no railroad embankment on the far side of the track from the camera.
