If you have time to drive north, try to get a shop tour at the Rolling Bones Hot Rod Shop, Greenfield Center near Saratoga Springs NY.

I can't help with where to go, but one cool building to visit is the Chrysler building. last Feb was WARM...find a way back machine, or maybe it might be warm there again. .
Have your beloved read Rick Steves New York City guide. Good ideas, descriptions, planning for the middle class. For Heaven's Sake, avoid TRIPADVISOR. People who post there only go to complain and criticize. They should stay home. Museum of Modern Art, Museum of Natural History, Ellis Island, Statue of Liberty, Empire State Building-It will be around Valentines Day so get her watch Sleepless in Seattle-she'll at least think you are romantic. I don't know if it is open in winter AND not car related BUT. . . USS Intrepid aircraft carrier is docked in Manhattan with tons of neat old aircraft on board.
You need to be careful how much travel you do outside the city. The bridge and tunnel tolls can get expensive. Tappan Zee Bridge $5.00 only collected on south bound (into the city) Tolls for the bridge and tunnels in N.Y.C. from the New York New Jersey Port Authority I live about three and a half hours north of the city.
If you are into vintage bikes, especially Triumph motorcycles, there's Sixth Street Specials at 703 E.6th Street. Its on the lower east side of Manhattan in a section known as Alphabet City. Its even run by a Brit! If you make it there, try a place on E. 7th called McSorley's Ale House. Kind of a tourist place but it is historic.
Orange County Choppers is on the Thruway not that far north. They used to have tours on certain days. There are a lot of good tattoo shops if you're into the art, Manhattan and Brooklyn. Daredevil, Kings Avenue, Five Points (owned by Chris Garver). Some shops have walk-in days, most are by appointment only but you have time to set something up.
I'd think getting a tattoo in a foreign country would be a lot like getting a suit made in Hing Kong. Get home and it's messed up, you're a long way from getting an adjustment. Just thinkin'

This area is almost completely dead with car stuff to do, this time of year. Only museums, maybe shops lke Rolling Bones will be available to see. However, in NJ, the only bright spot is the Atlantic City Antique Car auction. This year it is very close to Valentines's day, Feb 7-10. While quite far from NYC, about 130 miles, there are bus trips you can take, that are almost free. You pay to go there, to a casino, and the casino give you back some money to gamble with (though you can usually just cash out) You'd have to look into it in advance, for time and place to get on a bus trip. While the auction isn't the greatest, esp. compared to BJ, and Mecum, it's something to do in the middle of winter.
Not sure about car stuff, but great places to eat. Club A Steakhouse on 58th Carmine's Italian on 44th Virgil's BBQ. Real southern style food. Try the pork ribs. on 44th
McSorleys is a popular place especially on March 17. My friends and I have the dubious distinction of getting thrown out of the place for being too rowdy. Place still has the cobwebs from when Washington drank there. Pat
