Well, I think you're pretty close. Old Hwy 40 was on what is now Pacific St./Taylor Rd. in Roseville. Hwy 99 didn't go through Roseville but passed through Sacramento running North/South. My guess is this pic is from somewhere in old Sac.

 

Watched them run back then when living in Torrance,Ca.

Our parents, aunts and uncles.Grandparents. Even great grandparents for some of you.
REAL PEOPLE with lives. I remember these days well. Times passes very quickly.
