    I saw a rusty late 50ish pickup in the sitting rotting thread and it had long tubes sorta like that but that thing is cooler. Definately utility. Airport refueling support or fire vehicle...Thanks for posting. Half car and half trimotor...

    Ladder and hose, maybe small fire department truck? Hose on the rack has a screen on the far end, for sucking water out of dugouts or whatever hooked to a truck or portable pump. Our department would lash the hose to the ladder to make sure the end didn't go down into the much on the bottom and made it easier to get it back out again.
