You don't even have to own a car to join the Alliance but whether you are a Alliance Member or not won't change the rules. Personally,I think your project is cool and if joining the Alliance can benefit you in buy parts I say go for it. HRP
Sure you can join the Alliance but understand that Volkswagen's were never a Traditional ERA HOT ROD or Custom Car thus no VW posts.
